Cycling (City of Oulu)
What this source can establish
Oulu's own account of its cycling network and winter maintenance regime: 930 km of cycle lanes, and 165 km of Super-class lanes in the Oulu and Kempele regions kept in condition 24 hours a day. Establishes the network scale and maintenance policy the city states, not the service quality actually achieved or its causal effect on ridership.
