What this source can establish
Every data table Statistics Canada had released as of the date it was archived, with each table's title and geography level. It is what bounds the search for a published cycling-participation rate: it establishes that no released table carries one for Edmonton, and it establishes nothing about unpublished microdata or custom tabulations.
